Brian Binkley serves as the investment manager on behalf of public and corporate pension plans in his position at Vanguard Institutional Advisory Services (VIAS), a leading OCIO provider. Brian joined Vanguard with 20 years of broad investment experience. Prior to Vanguard, Brian was at Aon Hewitt Investment Consulting, where he advised large plan sponsors on asset allocation, portfolio construction and investment manager selection. Brian worked at GE Asset Management, the in-house pension manager for General Electric, for over fourteen years. He served as a client portfolio manager for the firm’s international equity, emerging market equity and asset allocation products representing over $25B in AUM. Brian also worked within Citigroup Global Asset Management’s private bank.

Mr. Binkley holds an M.B.A. from The University of Connecticut and graduated with honors from Siena College with a B.S. in Economics. Brian is a Chartered Financial Analyst (CFA) charterholder and was President of the CFA Society of Stamford from 2015-2017.
